Integrated territorial development
Moscow industrial zones are the most important reserve for the development of the city. In total, they occupy about 17% of the "old" Moscow area. Today, almost a quarter of all new real estate facilities are being constructed in such areas.
Integrated territorial development is an initiative aimed at regenerating areas of Moscow through integrated territorial development.
The city will witness the transformation of "depressive zones" into "points of attraction". Currently the abandoned industrial zones are full of warehouses and used taxi fleet. Instead, these areas will turn into modern districts with high-tech and environmentally friendly industries. New workplaces for high-end talents will be created together with social and engineering infrastructure, residential complexes, kindergartens, schools, hospitals, as well as large green spaces.

The mechanism of the integrated territorial development enables to regenerate abandoned industrial zones of Moscow. «Industrial Quarters» offers 2 major variants for the implementation:

The boundaries of the Integrated Territorial Development project are established in the Land use and Building Regulations of Moscow. Property and land owners develop the project in compliance with Article 70 of the Town Planning Code of the Russian Federation.

Agreement on the integrated territorial development (if necessary)
Land and property owners conclude an agreement on the segregation of duties for the implementation of measures for the integrated territorial development (if the site has 2 or more owners)

Agreement on the integrated territorial development
Conclusion of an agreement on non-residential integrated territorial development with the land and property owners by the authorized executive authority of the Moscow Government.

Preparation and approval of documentation for the planning of the territory
Owners independently prepare documentation for the planning of the territory in compliance with the requirements of the Town Planning Code of the Russian Federation
Before the approval of the documentation on the planning of the territory, public hearings (public discussions) are held.

Implementation of the integrated territorial development project
Implementation of measures to approve the documentation for the planning of the territory in compliance with the terms of the agreement on the integrated territorial development

Draft plan includes the fixed size of the area, implementation dates, planned permitted uses of land and real estate

Publication of the decision on the site development project, sending the proposal to owners

Sending proposals on the conclusion of an agreement on the integrated territorial development to all land and property owners.

Waiting for consent from owners
45 days is the waiting period for all owners to agree to conclude an agreement on the integrated territorial development and an agreement on the segregation of duties concluded between all owners, specifying the conditions of the Art. 70 of the Town Planning Code of the Russian Federation (if the integrated territorial development is carried out by two or more owners)

Final decision on the integrated territorial development project
Adoption the decision on the integrated territorial development project by the Moscow Government (not earlier than 45 days from the date of receipt of the proposal to conclude the contract on the integrated territorial development by the owners)

Tendering
Not later than 30 days before the day of the tender (auction or bid), a notice of the tender is posted on the electronic platforms www.torgi.gov.ru and www.investmoscow.ru, which indicates the main conditions for participation in the tender, information about the lot, the types of permitted use of land and property, the maximum building parameters. In case of obtaining consent from the owners (within 45 days in accordance with paragraph 3), an agreement on the integrated territorial development is concluded without a bidding, i.e., on the initiative of the owners

Conclusion of an agreement on the integrated territorial development project with the winner of the tender.
07
Preparation and approval of site planning documentation
The winner of the tender prepares documentation for the planning of the territory in compliance with the requirements of the Town Planning Code of the Russian Federation. Before the approval of the documentation on the planning of the site, public hearings (public discussions) are held.
08
Amendments to the Land use and Building Regulations of Moscow
Changes to the Land use and Building Regulations of Moscow (if necessary) are made no later than 90 days after the approval of the site planning documentation. Preparation of a draft for amending the Land use and Building Regulations of Moscow is made together with the preparation of such documentation.

Implementation of the integrated territorial development project
Implementation of measures to approve the documentation for the planning of the territory in compliance with the terms of the agreement on the integrated territorial development
