“The area of two plots of the former industrial zone "Ogorodny Proezd" to be developed is 22.5 hectares. Investors will invest 62 billion rubles in the redevelopment. The first site is bounded on one side by MCD-2, and on the other side by "Ogorodny Proezd". The second is located between Skladochnaya street and a residential complex on Novodmitrovskaya street. Today, offices, warehouses and car services are located on these territories.

According to Alexander Prokhorov, Head of the Department of Investment and Industrial Policy Government of Moscow, more than 615 thousand square meters of real estate are planned to be built on these plots in the Butyrsky District.

“In accordance with the draft decisions, more than 370 thousand square meters of territories can be occupied by educational institutions: schools and kindergartens, sports clubs, shopping centers, banks, cafes and other public and business buildings. On the second site, the investor will build more than 245 thousand square meters of the residential buildings. More than 60 thousand square meters will be allocated for the relocation of residents under the renovation program,” he said.

Thanks to the integrated development of the territories of Moscow former industrial zones within the framework of the “Industrial Quarters” project, the city will receive about 500 thousand jobs and almost three trillion rubles of budget revenues. The total investment will exceed seven trillion rubles.

Following redevelopment, the entire area will be made up of public and business facilities such as shops, banks, cafés, and restaurants.

"This is the third comprehensive area development executed in the Serp i Molot former industrial zone. The three areas will occupy more than 11 hectares. The volume of investments in the projects will exceed RUB 55 billion. A total of over 4,700 new jobs will be created there," stated Alexander Prokhorov, Head of Moscow's Department of Investment and Industrial Policy.

According to Alexander Prokhorov, Head of the Department of Investment and Industrial Policy Government of Moscow, investors will build almost 560 thousand square meters of real estate in the new industrial quarters. "High-tech production will occupy almost 340 thousand square meters, and almost 220 thousand square meters are laid for public and business construction - banks, office centers, shops," he said.

The sites are in Severnyj, Tsaritsyno and Yuzhnoe Butovo districts. One of them is located at the intersection of Dmitrovskoe with Dolgoprudnenskoe highway, the second - between Promyshlennaya Street and Kavkazsky Boulevard, the third site is not far from Varshavskoe highway and Butovo station of MCD-2.

The program for the integrated site development "Industrial Quarters" makes it possible to involve unused, practically abandoned, industrial zones into circulation. In total, the city is working on 130 territories, which is about 2 thousand hectares. The total investment in these projects will amount to over 7 trillion rubles. "Social and business facilities, including malls, banks, restaurants, cinemas, and museums, will occupy a space of over 452,000 square meters. The project must be completed in under 15 years," he noted.

Previously, the Government of Moscow approved projects for the comprehensive development of two more areas in the Yuzhny Port former industrial zone with a total area exceeding 37 hectares. Pechatniki and Tekstilshchiki Districts will see more than 26,000 new jobs. In principle, the area will remain an industrial zone – however, it will also see new social and business infrastructure, landscaped parks, and public gardens.

The Government of Moscow has adopted a resolution for the redevelopment of the Berezhkovskaya Naberezhnaya industrial zone. The respective ordinance was signed by Mayor Sergey Sobyanin,
which involves the redevelopment of 26.7 hectares of the zone. The former industrial zone is located in the West of Moscow, in Dorogomilovo District, between Berezhkovskaya Naberezhnaya, the Third Ring Road, Ulitsa Potylikha, and Kievskoye line of the Moscow Railway. Currently, there are warehouses, offices, vehicle maintenance stations, a dry-cleaner's, among other businesses.

The comprehensive development project will create 12,500 new jobs. The area will see a new residential quarter, social and business facilities, a park, and other social infrastructure elements like a school, a kindergarten, and a church. The area's total urban-planning potential amounts to 667,400 square metres.
It is expected that the volume of investments in redeveloping the industrial zone will exceed RUB 150 billion. The owner of the area will implement the initiative.

Comprehensive area development projects for redeveloping former industrial zones are as part of the Industrial Quarters program. Vladimir Efimov, Deputy Mayor of Moscow for Economic Policy and Property and Land Relations, stated that the Moscow Urban-planning and Land Commission approved the draft resolution for redeveloping the industrial zones.

"The four areas to be redeveloped occupy nearly 35 hectares. Two of the areas are located in the Medvedkovo former industrial zone and one in each of the Alabushevo and Graivoronovo zones. More than RUB 65 billion will be invested in redeveloping these areas. The budget will receive RUB 6 billion in annual revenue. The projects will result in more than 25,000 new jobs in Moscow," the Deputy Mayor stated.

The areas are located in the South-East, North-East of Moscow and in Zelenograd. According to Alexander Prokhorov, Head of Moscow's Department of Investment and Industrial Policy, there are plans to construct more than 825,000 square meters of real estate in areas currently occupied by warehouses, garages, parking lots, and vehicle maintenance stations.

"State-of-the-art, environmentally friendly manufacturing facilities will be built in the Alabushevo former industrial zone. The new facilities will occupy 64,000 square meters. Around 97,000 square meters of residential complexes will be built in the Graivoronovo former industrial zone. More than 664,000 square metres of all four areas will be developed for social and business facilities, including offices, shops, and banks," he explained.

It was previously agreed to launch the comprehensive development of another area of the Graivoronovo former industrial zone located near Novokhokhlovskaya Moscow Central Circle station and the Moscow Central Diameter-2 station. The area will see new research and production, as well as public and business facilities, which will create more than 400 new jobs. The facilities will occupy a total of 55,000 square meters hosting banks, cafés, shops, and sports facilities.

It should be recalled that the investor for this project was selected at an auction. 13 companies from Moscow, Saint Petersburg, Ufa, and Tyumen competed for the right to implement the project.

"The winning bidder gained the right to execute the project to comprehensively develop a former industrial zone of more than 35 hectares. The volume of private investments could total around RUB 40 billion. The investor will have the opportunity to build more than 615,000 square meters of social and manufacturing facilities there, which will create up to 13,000 new jobs. This is the second contract on comprehensive area development that we signed this year. This mechanism is gaining popularity among investors, through which the city may redevelop an additional 1.9 hectares of former industrial zones to create 500,000 jobs," stated the Deputy Mayor.

The resolution on comprehensive development of the areas was adopted this March. Currently, the area hosts facilities owned by five different legal entities.
"Those holding the titles to the land had six months to come to an agreement and submit CAD project documents at their own initiative. They did not submit any applications, and as a result, an auction was called. The tender demonstrated that investors are highly interested in executing the project. This August, the city decided it would redevelop two more areas of the Korovino industrial zone. The total volume of investments could amount to around RUB 15.7 billion. These zones will be tendered sometime next year", stated Alexander Prokhorov, Head of the Department of Investment and Industrial Policy of Moscow, has said.

The Moscow Government and the winning bidder will enter into the respective contract in the nearest future.

"The auction took place on November 2 and lasted for almost nine hours. The tender was held electronically, which ensured equal access to the procedure to all bidders and a high level of competition among them. As a result, the contract price grew by 814 percent", Ivan Shcherbakov, the Head of the Moscow Department for Competition Policy, has said.

He added that according to the terms and conditions of the lot documents, a contract with the investor will be concluded no earlier than 10 days and no later than 30 days from publication of auction results.

RUB 14 billion will be invested as part of the project – the funds will be used to construct facilities with a total area of almost 174,000 square meters. This will help create more than 500 jobs. The total area to be developed amounts to nearly six hectares. In addition, new housing complexes, two new kindergartens, a school, an outpatient hospital, and an industrial estate will be built. The project is expected to contribute around RUB 1.8 billion to the city budget. The duration of the project is six years, though the investor plans to complete building by 2024.

In this article, we will lay out the 5 main reasons why everyone – the city, its residents, businesses, and investors – will benefit from the new Industrial Quarters project. However, we do not exclude the possibility that there could be many more reasons.

1. New times require new industry

During the 20th century, Moscow earned its reputation as the country's industrial center. Today, many industries operate successfully in the capital, and new facilities open regularly in the city. Such plants are very important and useful, especially when considering the products, jobs and innovative technologies they produce. The capital's Industrial Quarters project will provide large-scale 'industrial renovation' to these areas. This will produce 500,000 new jobs, 10 million square meters of state-of-the-art, environmentally friendly manufacturing facilities, 14 million square meters of community and social space, 9 million square meters of housing, and 320 hectares of 'green' facilities," stated Vladimir Efimov, Deputy Mayor of Moscow for Economic Policy and Property and Land Relations.

Currently, old industrial zones occupy almost 2,000 hectares of land in Moscow – comprehensive area development (CAD) mechanisms shall be applied thereto to replace the obsolete facilities with new Industrial Quarters. Within the framework of the program, former industrial zones will be replaced with compact, modern, and environmentally friendly industrial centers and manufacturing facilities. This will preserve Moscow's industry while giving the city a facelift. The city's grey fences and giant workshop will be replaced with new facilities that smoothly resemble the city's structure.

Examples of the Industrial Quarters

A modern micro-district with two kindergartens, an outpatient hospital, residential housing, pedestrian zones, and a park will be built in the old Kuntsevo industrial zone.

Two areas of the Korovino industrial zone will also be redeveloped. The first will see an innovation center along with manufacturing buildings and offices. The other will host state-of-the-art manufacturing facilities, as well as social and business facilities.

On the site of the Chertanovo former industrial zone will stand a hi-tech district with manufacturing facilities in line with international environmental standards. The project will also host a technopark complete with offices and public facilities.

The Altufievskoye Shosse industrial zone will transform into a combination of housing developments, manufacturing sites, and business facilities. CAD projects will also cover long-standing incomplete construction projects in Moscow's Lianozovo, Zamoskvorechie, Severny, Presnensky, Timiryazevsky, and Levobereshny Districts.

2. From "exclusion zone" to "point of attraction"

We are quite used to the idea of industrial zones as something unpleasant – a kind of exclusion zone cordoned off with barbed wire, while residential complexes and other related facilities are all quite far away.

These are the standards of the past, and they have nothing to do with modern industry.

The Industrial Quarters project will transform derelict areas into comfortable, properly designed city spaces. Manufacturing centers will be placed alongside business facilities as well as new schools, kindergartens, outpatient hospitals and house complexes, complete with parks and green spaces.

Under the programme, the city will receive at least 50 new kindergartens and 40 new schools, as well as 27 sporting facilities, health and fitness centers, as well as swimming pools.

In other words, these "exclusion zones" will convert into real "points of attraction", turning them into magnets for business, public, personal, and social life as well as entertainment.

Housing complexes built in the districts will allow Muscovites to work near their places of residence or find new housing near their place of work.

3. More time, less traffic jams

Building new districts in which people can live and work, complete with new schools and outpatient hospitals, does not only mean creating new urban clusters. It is also a significant relief – both for individual residents and city infrastructure as a whole. By working and living in the same district, people will not need to spend hours travelling between home and work, and they can therefore spend more time with their family and friends. This will also help solve the problem of circular migration between the outskirts and center of Moscow, reducing congestion and traffic jams, and perhaps even doing away with them altogether.

Moscow's decentralisation was no accident – in the past, the city center served as the heart of Moscow's working life. Indeed, it's not for nothing that Moscow's suburbs are known as 'sleeping districts'. The pace of modern life is setting other rules – city districts will function as tiny towns that offer residents everything they need to work and live.
4. Investments for the capital's benefit

Territorial redevelopment invites new investments to Moscow. For this reason, investors are competing for the right to carry out CAD projects. According the estimates of the Government of Moscow, implementation of the Industrial Quarters project will bring RUB 7 trillion in private investments to the capital's economy and contribute almost RUB 3 trillion to the city budget.

Investors have shown great interest in the Industrial Quarters program – on the one hand, for developers, it is a unique opportunity to implement a project within the boundaries of Moscow's metropolitan area. On the other hand, the capital encourages this interest through other incentives.

For example, a developer may qualify for a payment discount to change their land use permit. Such preference could be granted if, in addition to building housing, a developer creates jobs in the industrial zone outside the Third Ring Road. The developer involved in implementing the CAD project can also use this preference for other projects in the city. Since large developers often participate in a pool of projects, this is a way for them to save a lot of money.

A former industrial zone can be revitalised either by the initiative of the Moscow Government or through an application submitted by the owners of the unused zones. In the case of the former, city authorities will design a micro-district project and offer existing owners the opportunity to implement it. If the owners are not willing to participate in its redevelopment, then the right to execute the project will be put to auction, or the city will implement the project itself. In the latter case, the owners of industrial zones within which a CAD project is planned may produce their own redevelopment concept, have it approved by the Government, and execute it themselves. Since the program's launch one year ago, investors have begun developing five former industrial zones: Oktyabrskoye Pole, Kuntsevo, Altufievskoye Shosse, and two areas of the Korovino industrial zone.

Three out of the first five CAD contracts were signed at owners' initiative. That is why we see increased interest from investors each time rights to develop an area are put up for auction. For developers, this a unique opportunity to execute a project within the boundaries of the Old City.

At the moment, a housing complex, an outpatient hospital, and a school for 800 students are under construction. Active investor participation in auctions is a strong sign of growing investor interest in the CAD projects. An auction for the right to enter into a long-term contract for comprehensive development of Altufievskoye Shosse former industrial zone was held in August 2021. The tender included 13 bidders from Moscow, Saint Petersburg, Ufa and Tyumen, and the contract price grew by 86 times from initial RUB 37 million to RUB 3.2 billion. For comparison, during the last year's auction of the Korovino former industrial zone, in which 5 possible investors participated, the contract price grew from RUB 22 to RUB 201 million.

New investments offer advantages for the city, including extra money for its economy, revenue for the capital's budget and, consequently, new opportunities for businesses and residents.

5. New aesthetics

Lastly, let's note that the Industrial Quarters project doesn't just mean new manufacturing centers, jobs, and investment. It also changes urban aesthetics. It's obvious that people want their city to look beautiful, modern, and convenient. The Industrial Quarters project will help in this regard by turning districts that many people used to avoid into attractive living and working spaces.

It's worth mentioning that this transformation is completely in step with the times. Other cities and towns, both famous and lesser-known, are already adopting this trend. For example, London's Battersea power station underwent redevelopment and now includes cultural, social, and business facilities, housing complexes, and well-known Docklands district, which was built in the former shipyard. Similar strategies have helped the previously little-known towns of Eindhoven, the Netherlands, and Malmö, Sweden, gain recognition as successful urban economies that generate revenue not just at the regional level but contribute to their national economies.

Zyuzino, the former industrial zone, is 6.76 hectares. It is located in the district of the same name between Odesskaya and Kerchenskaya Street (Odesskaya Street. buildings 4-6). At present, there are only garages, warehouses, and vehicle service stations there.

Construction of a residential quarter with nearly 140,000 square meters of housing is planned as part of the redevelopment program. The residential quarters will be used for those completing the renovations. Moreover, more than 3,000 square meters of social and business facilities will be built, helping create more than 1,600 new jobs.
The project is expected to take seven years. According to forecasts, the project will produce RUB 13 billion in investment.

The Yuzhny Port former industrial zone makes up 19.59 hectares. The zone is located in Pechatniki District, near the junction of Volgogradsky Prospekt and Lyublinskaya Street, between Kolomnikova Street, Shosseyny Proezd and Proektiruemy Proezd No. 3723. Presently, the zone hosts business centres that do not generate a profit.

A portion of the territory will remain an industrial zone even after its redevelopment. At least 185,000 square metres of state-of-the-art manufacturing facilities are also planned. The zone will also host at least 100 thousand square metres of space for business and shopping centers, offices, stores, and cafés, which are projected to produce around 6,500 new jobs.

The project is expected to last 12 years and attract RUB 2 billion in investment.

According to Alexander Prokhorov, Head of the Department of Investment and Industrial Policy of Moscow, under the approved project, more than 67,000 square metres of real estate in Vykhino are planned.

"High-tech manufacturing facilities will make up half of the former industrial zone for a total area of 33,900 square metres – the other half will be dedicated to social and business facilities, banks, shopping and entertainment centers, cafés as well as stores," Efimov stated.

Redeveloping the area will help create more than 4,500 jobs, including jobs for engineers and scientists," the Deputy Mayor said.

According to Alexander Prokhorov, Head of the Department of Investment and Industrial Policy of Moscow, almost 270,000 square meters of real estate are planned within the area.

"In the industrial zone's Mozhaysky District, hi-tech manufacturing facilities will occupy around one third of the total area, i.e. nearly 170,000 square meters, while social and business facilities will make up another 100,000 square meters. Banks, cafés, stores, as well as exhibition and fair centers may be built here," he added.

It should be recalled that the contract for comprehensive development of an area of the Kuntsevo former industrial zone was signed during the XXIV St. Petersburg International Economic Forum. As part of the project, within a 16-hectare area in western Moscow between the streets of Molodogvardeyskaya and Bobruyskaya, two kindergartens for more than 500 children, an outpatient hospital for 170 visits per shift, and housing complexes will be built. Redevelopment of the area will help create almost 1,500 jobs. According to preliminary estimates, the investor will bring more than RUB 100 billion to the project, which will contribute RUB 586 million in budget revenues per year.

Moreover, there are plans to build almost 250,000 square metres of housing complexes as part of the Renovation program. Nearly 263,000 square meters of public facilities will make up the entire space of the second area of the industrial zone, which is located in the Perovo District. According to Alexander Prokhorov, Head of Moscow's Department of Investment and Industrial Policy, more than 660,000 square meters of the area will be developed.

"The investor will to build more than 330,000 square meters of housing for 4,600 people in the Dorogomilovo District former industrial zone. The same amount of space will be dedicated to hi-tech factories, offices, retail outlets, and social infrastructure. Implementation of the project will create more than 12,500 jobs in the city," he reported.
The current owner of the zone, JSC Liral-Plastics Industry, a Vesper Group company, is preparing the CAD plan. The firm's own specialists will plan the space of the future industrial quarter, taking into account the social and economic development strategy in partnership with international experts.

"Specialists from the UK and Italy have begun preparing a concept for developing the Berezhkovskaya Naberezhnaya former industrial zone. A contract has already been signed with an international company to develop the zone's traffic system. By the end of the year, a sociocultural design program will be prepared based on the site's urban planning potential and scenarios of resident behavior. Last December, the Moscow Department of Investment and Industrial Policy adopted a resolution on the area's comprehensive development. Currently, 16 different legal entities own facilities located in the former industrial zone.

The current owners had six months to come to an agreement and submit the required documentation to execute a CAD project. Nevertheless, there was no such initiative – as a result, the city launched the auction. The tender mechanism increases investor interest in the project – in addition to auctions, there are plans to hold other tenders in the near future.

During the tender, a total of 2,118 bids were submitted. Two projects will be executed in the North-Eastern Administrative Zone; the rest of them will be implemented in the Central Administrative District, the Northern Administrative District, Eastern Administrative District, the South Administrative District, and the South-Eastern Administrative District.

Two Yuzhnoe Tushino-based former industrial zones will undergo redevelopment as well as one in each of Khoroshyovo-Mnyovniki and Shchukino. The size of the sections range from 1.6 to 46 hectares.

"The projects will enable construction of more than 26,000 square meters of manufacturing facilities, 540,000 meters of social and business sites, and 900,000 square meters of housing in North-Western Administrative District. We already know the execution date of one of the projects – redevelopment of the Oktyabrskoye Pole former industrial zone will be completed by the end of 2026," Alexander Prokhorov, Head of the Department of Investment and Industrial Policy of Moscow, stated.

Nearly 6 hectares will undergo redevelopment to construct an industrial and technology park, a business center, housing as well as all associated facilities, including two kindergartens, a school, and an outpatient hospital. The total space to be developed will exceed 173,000 square meters. This will create 500 new jobs for the city. The investor – RG-Development – will invest 14 billion roubles in the project, which is expected to contribute more than RUB 487 million in budget revenues.

According to Alexander Prokhorov, Head of Moscow's Department of Investment and Industrial Policy, there are plans to build more than 660,000 square metres of real estate in the former industrial zone.
"The investor will build more than 330,000 square meters of housing in the Dorogomilovo former industrial zone. Nonresidential facilities will take up the same amount of space, including offices, retail outlets, hi-tech manufacturing facilities, a kindergarten, a school, and religious facilities. The project will be completed by 2029," he stated.

The goal of the auction is to find an investor capable of implementing the territorial redevelopment project in strict compliance with city's established parameters. The winning bidder will finance construction and development of all of facilities in the area.

A total of 720,000 square meters of real estate will be constructed within the 30 hectare former industrial zone.

"Two areas of Altufievskoye Shosse former industrial zone will undergo redevelopment. The winning bidder of the auction will build 251,000 square meters of housing and social infrastructure, including 25,000 meters as part of the Renovation programme, and 470,000 square meters of public and business facilities," stated Alexander Prokhorov, Head of Moscow's Department of Investment and Industrial Policy.

The Moscow Urban Planning and Land Commission approved a draft resolution on the comprehensive development of the Bratsevo zone.

"Under the project, 90,000 square meters of housing facilities will be built within the framework of the Renovation program. The investor will also construct a kindergarten for 325 children and a school for 750 students. The project provides for the construction of sporting facilities and other grounds, including the required equipment for outdoor sporting activities, as well as public and business facilities," stated Alexander Prokhorov, Head of Moscow's Department of Investment and Industrial Policy.

Previously, there were plans to construct a multifunctional center complete with parking on Nikulinskaya Street; however, construction was not completed and the site was abandoned.

"The project will be completed by either a stakeholder or an investor based on the results of this year's auction. Ten percent of the area will be used for municipal purposes," stated Alexander Prokhorov, Head of Moscow's Department of Investment and Industrial Policy.

Investors have already begun developing four areas as part of the Industrial Quarters project – these are Oktyabrskoye Pole, the Kuntsevo former industrial zones, and two areas within the Korovino zone.

Comprehensive development of four former industrial zones will create 16,500 new jobs in the city, attract RUB 160 billion in private investments, and contribute RUB 5 billion per year to the city budget. According to Alexander Prokhorov, Head of Moscow's Department of Investment and Industrial Policy, the projects will concern long-delayed construction projects in the Lianozovo, Zamoskvorechie, Severny, Presnensky, Timiryazevsky and Levoberezhny Districts.

"There has been no construction in these sites for many years. Building activities in the northern Levoberezhny District has been frozen for 11 years, and for 17 years in Timiryazevsky District. The projects for comprehensive development of the six areas will take between 4 and 7 years to complete," he added.

Under the first agreement on the comprehensive development of the Oktyabrskoye Pole former industrial zone, which was signed last summer, a school for 800 students is currently being built. The school will have everything the students need, from classrooms to labs and dance facilities. The building will also be equipped with elevators and devices that make its premises available to people with disabilities. Currently, preparation of the the construction site has been completed and the building foundation is being laid. School is expected to open on September 1, 2023. The project will take five years to complete, though the investor expects construction to finish by the end of 2024. "Construction has already begun for the housing complex, including an adjacent outpatient hospital and a dental clinic for 150 visitors per shift and an 800-student school. The school will open in two years," stated Alexander Prokhorov, Head of Moscow's Department of Investment and Industrial Policy.

"An owner-initiated contract for the comprehensive development of the northwestern Moscow former industrial zone was signed last summer. Within the framework of the Industrial Quarter project, the investor will build kindergartens for 200 children, a school and an outpatient hospital, and more than 170,000 square meters of real estate.

A one-story pre-school will be the key component connecting the four housing blocks. According to Tatiana Tikhonova, General Director of RG-Development, the building will be covered with light green decorative panels, and its roof will have a high parapet. The exterior of each block of flats will be decorated with its own unique pattern in the color range of grey, white, and brown.

"Our goal is not simply to build a house that is pleasant to live in, but also to make life convenient and comfortable for its occupants. A walking distance to all main amenities and social facilities is the core principle of our projects, one we have have stuck to for many years. In 2021, eight more draft resolutions on comprehensive area development of Graivoronovo, Zyuzino, Kashirskoye Shosse, Beskudnikovo, Kuntsevo, Korovino, Chertanovo and Tyoply Stan former industrial zones were adopted.

Implementation of the Industrial Quarters project will create around 500,000 jobs, invite more than RUB 7 trillion in private investment, and contribute at least RUB 3 trillion to the city budget.

"The Comprehensive development of the nearly 5 hectare Korovino industrial zone will take place within the framework of the Industrial Quarters project," stated Vladimir Efimov, Deputy Mayor of Moscow for Economic Policy and Property and Land Relations.

According to Efimov, total investments into the project will exceed RUB 5 billion and the project will contribute nearly RUB 500 million per year to the city's budget. Moreover, the project will create more than 1,500 thousand jobs.

On the third day of the Forum, Moscow entered into several more important agreements for the city. The Russian Export Center and Mosprom signed a Memorandum on Digital Cooperation. According to the memorandum, the parties will combine their information products, exchange the results of analytical studies, and hold several joint events.

Moreover, the Technopolis Moscow special economic zone and the Russian Chamber of Commerce and Industry (RF CCI) have entered into an agreement on cooperation in the field of developing innovation enterprises in Moscow. The agreement is aimed at promoting socially important projects, including in the field of innovation, and invitation of investments in knowledge-intensive projects.

Moreover, the Moscow Fund for the Support of Industry and Entrepreneurship signed a cooperation agreement with the Federal Industrial Development Fund. This will allow industrial enterprises to obtain low-interest loans up to RUB 100 million – the loans will be jointly financed by federal and regional authorities.

During a June 4 press conference following SPIEF 2021, Mayor Sobyanin described the post-COVID development of Moscow's economy, as previously reported by Mockva.ru. According to Sobyanin, public catering in the city will develop rapidly and gain momentum, this despite the current trend of Muscovites staying home due to remote working.

The 15.9-hectare area currently hosts warehouses of the decommissioned Kuntsevsky Reinforced Concrete Plant No. 9. Kuntsevo industrial zone is located in Kuntsevo District (western Moscow), between Molodogvardeyskaya Street and Bobruyskaya Street.

Around 600 thousand square metres of housing will be build in the course of the redevelopment. 25 percent (i.e. more than 156 thousand square meters) of the space to undergo redevelopment will be used to relocate residents as part of the Renovation Programme.

Various nonresidential facilities totalling up to 12,000 square meters will also be built in the industrial zone. The project will create around 1,500 jobs.
The project will take 11 years. The total volume of investments will amount to RUB 100 billion.

The agreement for development of Kuntsevo industrial zone is the third agreement with an investor signed within the framework of the Industrial Quarters comprehensive development program.

Similar agreements were previously signed concerning Oktyabrskoye Pole (six hectares, expected investment volume of RUB 14 billion) and Korovino (more than 35 hectares, expected investment volume of RUB 40 billion) industrial zones.

The Industrial Quarters programme covers Moscow industrial zones with substantial developmental potential. The total area for such zones amounts to approximately 2,000 hectares – at present, this space is not being used for its intended purpose. According to forecasts, investment volumes will exceed RUB 7 trillion. This includes R&D facilities (e.g. laboratories and research institutes), which will occupy more than 17,000 square meters, as well as 33,000 square meters for administration, amenities, other facilities. The project will be completed within 9 years," he stated.
Seven more draft resolutions on the comprehensive development of the Graivoronovo, Zyuzino, Kashirskoye Shosse, Beskudnikovo, Kuntsevo, Korovino and Tyoply Stan former industrial zones were previously adopted.

Within the framework of the project, there are plans to build 130,000 square meters of housing, which according to the contract, will be completed by late 2026," Vladimir Efimov added.

He also reported that development of 1,900 hectares of the former industrial zones as part of the Industrial Quarters project will provide Moscow with at least 40 new schools, 50 new kindergartens, and 27 sports facilities, including a water park, sports, and recreational centers, and swimming pools. At the request of local residents, the facility will also include Orthodox temples.

"Currently, the pit for a school is being excavated in the Shchukino district. Construction is proceeding as scheduled. It will take two years to build the school. In autumn 2023, the school open its doors for its very first students from the Oktyabrskoye Pole industrial quarter," noted Alexander Prokhorov, Head of Moscow's Department of Investment and Industrial Policy.

"More than 4.2 million square meters of real estate are planned the areas. Industrial Facilities will make up 1.79 million square meters and business and social facilities will account for 2.47 million square meters. Depending on the size of the area, the project development term will last between 4 and 15 years," stated Alexander Prokhorov, Head of the Department of Investment and Industrial Policy of Moscow.

The city previously resolved to undergo comprehensive development of four more areas. Manufacturing, social, and business facilities will be built within the Brattsevo, Chertanovo, Yuzhnoye Butovo and Altufievskoe Shosse former industrial zones (a total area of approximately 60 hectares). Projects for redeveloping the former industrial zones Yuzhnoye Butovo and Altufievskoe Shosse will also provide for construction of housing as well as educational, sports, and healthcare facilities. Planned investment volumes amount to nearly RUB 82 billion – the project will create more than 15,000 jobs and the city budget is expected to obtain revenues of at least RUB 4.9 billion per year. Agreements for executing said projects are expected during Q2-Q3 2021.

"The total area to be comprehensively developed will amount to almost 250 hectares. Former industrial zones will be replaced by environment-friendly, hi-tech factories, technoparks, social and business facilities, kindergartens, schools, outpatient hospitals, and convenient housing. There is more than 4.8 million quare meters of urban-planning potential. The project will create around 24,000 jobs. Investments in new facilities to be built in Western Administrative District total around RUB 1 trillion. They will contribute approximately RUB 105 billion per year," explained Vladimir Efimov.

According to the Moscow Department of Investment and Industrial Policy, the Kuntsevo and Yuzhnoe Ochakovo industrial zones will undergo redevelopment.

"In the Western Administrative District, the 'Fili', 'Nikitinskaya St., building 2', 'Zapadnaya Vodoprovodnaya Stantsiya' projects and two other projects within the Severnoye Ochakovo zone will be implemented. Thus, more than 2.1 million square meters of manufacturing sites, 1.7 million square meters of social and business facilities and public amenities, as well as 1 million square meters of new housing will be built in the Western Administrative District in the near future," stated Alexander Prokhorov, Head of Moscow's Department of Investment and Industrial Policy.

Industrial Quarters will be a driver of Moscow's post-COVID-19 economic and sustainable development. Comprehensive development of 1,900 hectares of former industrial zones will create around 500,000 jobs and invite RUB 7 trillion in private investments to the economy of the capital. In 2020, Moscow launched comprehensive development of the first two former industrial zones – Oktyabrskoye Pole and Korovino. Investments will amount to RUB 54 billion. These will create around 13,500 jobs.

"The former industrial zone mechanism was launched back in 2017 – it is now gaining momentum and changing the face of the capital. Such an approach will turn former factories and plants, many of which are currently not being used or are simply not used for their intended purpose, into a convenient place to live and work. New hi-tech manufacturing sites, industrial technoparks, housing complexes, and public and business facilities will replace the former industrial zones. We pay special attention to the construction of public facilities like secondary schools, pre-schools, and sports facilities. As a result of the planned industrial zone redevelopment projects, the city will open at least 50 new kindergartens, 40 new schools, and 27 athletic facilities, including a water park, sports, and recreation centers and swimming pools," the Deputy Mayor explained.
For example, two kindergartens and a schools will be built on the Oktyabrskoye Pole industrial zone – the city entered into a redevelopment contract for the zone in summer 2020. A school for 800 children will open next year. By 2024, an industrial technopark, a business center, housing complexes, and all necessary infrastructure, including an outpatient hospital, will be built within an area of almost 6 hectares. The total space to be developed will exceed 173,000 square meters.
"Presently, Moscow has named 1,900 hectares fit for development and redevelopment under the Industrial Quarters project. Various facilities totalling 35 million square meters are being developed there. State-of-the-art, hi-tech manufacturing sites, convenient residential complexes, and 13 million square meters of public amenities and social facilities, including schools and kindergartens, will be built. At the request of residents, there are plans to build five religious establishments totalling up to 11,000 square meters in the former industrial zones," stated Alexander Prokhorov, Head of Moscow's Department of Investment and Industrial Policy.

The Industrial Quarters project for the comprehensive development of the city's former industrial zones has great potential for the city's economy and infrastructure. As part of the project, neglected industrial zones will be transformed into modern city districts. These will become convenient and prestigious places to work, live, and hang out. State-of-the-art manufacturing facilities, office centers, parks and housing complexes will be built here. These will create a comfortable urban environment all within relatively large territories that at present not living up to their potential.

"During the first quarter of 2021, Moscow approved 27 CAD projects. Implementation of seven of these has already begun. The first CAD agreement was signed last summer. The investor will invest RUB 14 billion into build nearly 174,000 square metres of facilities within the Oktyabrskoye Pole industrial zone. Moreover, the project will create 500 new jobs. More than 6 hectares will be developed and will include not just new housing, but two new kindergartens, a school, an outpatient hospital, and an industrial estate. The first housing complex will be commissioned in 2022. There are plans to build not only flats for more than 300 families, but also a school for 800 students – the school will be built at the same time as the house," stated Alexander Prokhorov, Head of Moscow's Department of Investment and Industrial Policy.

All draft CAD resolutions are published on the Government of Moscow's website and contain information about the projects under implementation – these include the CAD space and boundaries, permitted uses, and the parameters of the area's development.

"Projects on the comprehensive development of seven former industrial zones totaling more than 77 hectares were approved at the meeting. The spaces of the areas vary from 6.76 hectares (Zyuzino industrial zone, in southwest Moscow) to 18.16 hectares (Graivoronovo industrial zone, in southeast Moscow). Investors will build state-of-the-art, environmentally-friendly manufacturing facilities, housing, social facilities, and other related infrastructure. The projects will create around 18,000 new jobs in the city. The project expects to generate approximately RUB 463 billion in investments and contribute nearly RUB 29 billion in budget revenues each year", the Deputy Mayor added.
Alexander Prokhorov, Head of the Department of Investment and Industrial Policy of Moscow, stated that there are plans to build more than 1.5 million square meters of real estate in these areas.

"Industrial buildings will occupy 173,000 square meters and social and business facilities will make up 342,000 square metres. There are also plans to construct housing. The project will take between 5 and 13 years to develop, depending on the size of the territory," he added.

The city earlier adopted resolutions on the comprehensive development of four other areas. Manufacturing, social, and business facilities will be built within the Brattsevo, Chertanovo, Yuzhnoye Butovo and Altufievskoe Shosse former industrial zones (total area of approximately 60 hectares). Projects for redeveloping the former industrial zones Yuzhnoye Butovo and Altufievskoe Shosse will also provide for construction of housing as well as educational, sports, and healthcare facilities. Total investment volumes will approach RUB 82 billion, and the project will create more than 15,000 jobs. Additionally, the city budget can expect revenues of at least RUB 4.9 billion per year. Agreements on these projects are expected to be signed between 2Q-3Q2021.

The capital is hastening efforts to implement redevelopment of its former industrial zones. The Government of Moscow adopted a Decree 'On Measures for Implementing Projects for the Comprehensive Development of Nonresidential Areas of the City of Moscow' in order to facilitate agreements with investors eager to develop the these areas.

Previously, the period from adopting the comprehensive area development (CAD) resolution and concluding the respective contract through an auction lasted for nearly 340 days. The new procedure has shortened this to 170 days. This period is sufficient for establishing the necessary conditions for comprehensive area development.

According to Vladimir Efimov, Deputy Mayor of Moscow for Economic Policy and Property and Land Relations, optimising the procedure will make it easier to attract investors and develop new micro-districts on more than 1,900 hectares of land.

Moscow's former industrial zones will be replaced with state-of-the-art districts hosting innovative manufacturing facilities that meet current environmental standards. They will also include technoparks, housing complexes, social and road infrastructure, as well as public spaces. The CAD projects will create more than 500,000 new jobs in the city, attract around RUB 7 trillion, and contribute almost RUB 3 trillion in budget revenues.

The new decree itemizes and accelerates the procedure for preparing and adopting resolutions on comprehensive area development.

"We are engaging with private investors to develop the former industrial zones to ensure that they build not only residential and office buildings, but also state-of-the-art manufacturing facilities. Industry in the XXI century requires technologically advanced, environmentally friendly facilities that employ highly-trained specialists without taking up too much space. Moreover, as part of the CAD projects, we will create infrastructure currently lacking in these districts – in some districts, this will be schools and kindergartens; in others, parks. Thus neglected industrial zones will transform into new points of Moscow's development," stated Vladimir Efimov.

According to the new procedure, city authorities may adopt resolutions related to developing former industrial zones before introducing amendments to the rules for land use and urban development. This will significantly reduce project execution time.

If an owner takes the initiative to execute a CAD project on their own, and the respective CAD boundaries are established in Moscow's land use and urban development regulations, then there will be no need to prepare area planning documentation at all. In such cases, an investor must simply complete an agreement with the owners and apply to conclude a CAD contract to Moscow's Department of Investment and Industrial Policy.

The new decree also determines the procedure for interacting between executive authorities when implementing the CAD project. The Department of Investment and Industrial Policy of Moscow has been authorised to prepare and approve draft CAD resolutions, adopt resolutions for holding tenders on CAD contract rights, and can conclude such contracts at the initiative of the owners as well as investors in accordance with the results of the auction.

"When preparing a draft CAD resolution, the Moscow Industrial Development Agency and the State Inspectorate for Monitoring of Use of Real Estate Assets of Moscow will conduct a joint comprehensive survey of the respective nonresidential area. Moreover, issues related to CAD of nonresidential areas will be promptly considered at the headquarters for implementing CAD projects, which was established in December 2020. The Department has already accepted more than 120 projects to CAD projects in nonresidential areas of Moscow. Information on draft resolutions concerning the CAD of nonresidential areas is published on the Department's official website. Data on the tenders held will be available on the Moscow Investment Portal," noted Alexander Prokhorov, Head of the Department of Investment and Industrial Policy of Moscow.

The main advantage of the CAD mechanism is that it facilitates the development of areas that were previously impossible to work with owing to conflicts with owners or lack of interest, among other reasons. If owners fail to independently improve their areas, the city may oblige them to commence the work required within a specific term or purchase the areas from the owners themselves so they can develop these areas using their own resources.

"The adjacent building will host an outpatient hospital for 100 visits per shift as well as children and adult dental clinic for 50 visits per shift. Construction of housing alongside public infrastructure is a telling example of how to improve quality of life, as set out by Mayor Sergey Sobyanin," stated Sergey Lyovkin, Head of the Moscow Urban-Planning Policy Department.
An adjascent outpatient hospital will host a pediatrician, ophthalmologist, general care neurologist, urologist, otolaryngologist, and gynaecologist offices. Moreover, the health care provider will have an ultrasound examination room, a medical treatment room, and other auxiliary premises.
The house will be built by an investor, which will also construct a school, an outpatient hospital, and two kindergartens in the new residential quarter. Moreover, the investor has undertaken to create more than 500 jobs for local residents.
"These facilities will be built under Russia's first contract for comprehensive area development. The Government of Moscow entered into the contract with the landowner last July. The space of the facilities to be built totals around 174,000 square meters. Total nvestment in the project will amount to around RUB 14 billion. Thanks to the new mechanism, Moscow will see unique districts that combine manufacturing facilities, public and business spaces, housing, and other public amenities. Such projects could create approximately 500,000 jobs in the city," stated Alexander Prokhorov, Head of Moscow's Department of Investment and Industrial Policy.
The Law On Comprehensive Area Development (CAD) was adopted in late 2020.

The Commission for Town Planning, State Property and Land Management adopted a resolution to determine the boundaries of the comprehensive area development (CAD), noted Vladimir Efimov, Deputy Mayor of Moscow for Economic Policy and Property and Land Relations.
"There are plans to redeveloped two areas within Sokolinaya Gora former industrial zone and two more within the Altufievskoye Shosse former industrial zone. These areas make up a total of 70.7 hectares. Social and production facilities, as well as community and residential infrastructure will be built here. The total area of the facilities and infrastructure to be built will amount to more than one million square meters. Implementing the project will create more than 22,000 new jobs in Moscow," stated the Deputy Mayor.
In 2020, the city approved the implementation of 19 CAD projects, including within Krasny Stroitel, Berezhkovskaya Naberezhnaya, Kapotnya, Vykhino, Trikotazhnaya, Perovo, Tyoply Stan, Nikulinskaya, Kuntsevo, Sviblovo, Korovino (two projects), and Verkhnie Kotly industrial zones.
"A total of 49.8 hectares will undergo redevelopment in the Sokolinaya Gora industrial zone. Buildings will cover more than 675,000 square meters in area, of which around 249,000 square metres will be occupied by housing complexes and adjacent nonresidential buildings. The project will build a total of 358,500 square meters of new facilities in the Altufievskoye Shosse former industrial zone. Almost 263,000 square meters of the former industrial zone will be used for nonresidential premises, including community infrastructure and social and manufacturing facilities. Housing complexes will occupy almost 96,000 square metres," stated Alexander Prokhorov, Head of the Department of Investment and Industrial Policy of Moscow.
Previously, the city had resolved to redevelop another area of the Altufievskoye Shosse former industrial zone. The city expects RUB 45 billion in total private investments owing to this project. As a result, housing complexes for more than 5,000 people, social and business as well as research and development facilities will be built on the project's 29.17 hectares. Project implementation will help the city create 8,200 thousand jobs and contribute around RUB 2.7 billion in annual budget revenues.

The project is expected to contribute around RUB 1.8 billion to the city budget. The duration of the project is six years, though the investor plans to complete building by 2024.

There are also plans to redevelop the Avtomotornaya industrial zone – the 77.5-hectare zone will host public facilities, housing, and manufacturing sites. The project will create around 18,000 new jobs. Moreover, it is expected to redevelop the industrial zone in Kapotnya – with RUB 8.9 billion roubles in planned investment.

Implementation of the industrial zone comprehensive development projects will bring around 500,000 new jobs to the city and contribute nearly RUB 3 trillion in budget revenue. Total investment into implementing the projects amounts to approximately RUB 7 trillion.
